A ONEPKG file is a Microsoft OneNote Package, an entire OneNote notebook (all its sections and table of contents) packed into one portable file. Open it with the free Microsoft OneNote desktop app on Windows: double-click the file, choose where to unpack it, and OneNote restores it as a normal notebook. Without OneNote you cannot read the notes directly, though 7-Zip can extract the raw section files inside.
